In fact SOPA and PIPA are waiting in the US House of Representatives and the Senate respectively.

But their progress on the path to becoming law has been slowed by the efforts of sites which for a while went dark completely (Wikipedia, reddit, Boing Boing) and others that remained live to protest on their homepage (Google, Craigslist)..
