The firm has been continually in existence since the latter part of the Nineteenth Century when John I. Hall returned to Macon from his position as Assistant Attorney General in the Grover Cleveland
administration. His chief client was the Georgia Southern and Florida Railway Company which is now a part of Norfolk Southern Railway Company and which is still a major client of the firm. In the
early part of the Twentieth Century, John I. Hall was joined by J.E. Hall (1876-1945) a fine trial lawyer and Charles J. Bloch (1893-1974), a leading authority on constitutional law and later by
Ellsworth Hall, Jr. (1908-1984), a specialist in railroad law as well as governmental law. Other distinguished members of the firm over the years include J. Rene Hawkins, Denmark Groover and Wilbur
D. Owens, Jr. The present members of the firm have all been enriched by the leadership, example and heritage of these past members and continue to build upon that excellence.
