Esteban J. Garcia, CEM and Timothy J. Lane, REA. formed CES in October 2001. CES is a full service design engineering and consulting firm specializing in environmental applications and wireless site development. CES began as an environmental company in 2001 and added the land-surveying component in 2005. In 2006, the wireless division, Novacom was formed adding A&E and other related services to its toolbox. In 2009, site concealment and geotechnical engineering were added.

The company is made up of primarily three divisions, the first being the holding company, CES, providing Civil, Environmental and Survey Services. CES holds all private and municipal contracts. The second is Novacom, which is a dba of CES and the wireless infrastructure arm of CES, it provides all those services related to wireless infrastructure development such as site acquisition, zoning & planning, A&E design, land surveying (through CES), environmental & regulatory compliance and geotechnical services (also through CES) as well as construction management. The final component of Novacom is wireless concealment, which we provide through our exclusive manufacturing division Storyland Studios.

The company is divided into four separate and distinct Business Units, Engineering, Land Surveying, Environmental Compliance & Consulting, and Wireless Concealment. Each unit handles those services related to its business unit and are headed up by one director. Though the business units operate separately from each other, they do work to one common goal, client satisfaction.
