(For half a day, a fearful rumor circulated that the census numbers would invalidate casino licenses issued under statutory terms that restricted eligible cities to those with more than 800,000 inhabitants.

But it turned out that all that mattered was that Detroit's population had been safely above the 800,000 threshold when the licenses were issued 15 years ago..
