Acquisition Contracts Specialist
Location: Quincy, MA
Responsibilities:PRIMARY FUNCTION(S)Provide contracting support to 950 ELSG programs.RESPONSIBILITIES AND DUTIESSpecific Responsibilities include but are not limited to:Assist the contracting officer
with contract administration duties.Assist the contracting officer with developing acquisition strategies.Prepare and review documentation (e.g., J&A's, SAMPS, Acquisition Plans, etc.)Prepare
solicitations and review proposals for adequacy.Perform pre-award work associated with a wide range of contract types and contractingSupport contract negotiations if directed and prepare/review
various contractual documents for Procuring Contracting Officer (PCO) approval prior to award.Plan and support the development of the Government's negotiation position.Support regular meetings with
suppliers or their representatives to effectively negotiate prices, delivery date, specifications, or similar matters.Coordinate, perform and/or provide technical guidance for the full range of
contract administration actions for assigned projects including supporting negotiation of post award contractual changes, reviewing contracts, interpreting provisions, resolving problems,
recommending or rendering determinations and implementing appropriate actions.Serve as business advisor to a wide range of customers and provide advice and assistance related to contracting
work.Provide timely and accurate responses to questions of contract specialists/purchasing agents on procedures, policies, directives, etc.Requirements:Bachelor's Degree; experience may be
considered for degree substitution.12 or more years in contracts administration or buyer positionKnowledge of a wide variety of contracting methods and contract types sufficient to perform pre-award,
post-award, and/or contract price/cost analysis functions.Knowledge of business practices and market conditions so as to evaluate bid responsiveness, contractor responsibility, contractor
performance, and other wide ranging contract actions.Knowledge of basic acquisition planning so as to accomplish contractual actions.Knowledge of contract price and cost analysis/cost accounting
techniques so as to compile and evaluate price and/or cost data for a variety of pre-award and/or post-award procurement activities.Knowledge of negotiation techniques so as to be able to support
negotiation procurements of extensive services, complex equipment, and/or construction projects.Knowledge of statutes, regulations and procedures so as to be able to perform well defined procurement
functions that are not well defined or lack precedence.Secret clearance.
