Responsibilities: Staff AttorneyThe candidate serves as legal advisor on all aspects of Virginia Office programs. Assists the Virginia Executive Director with the formulation of position statements on environmental legislation and regulations. Advocates organization position to legislators, agencies, business/community decision makers, and the general public. Oversees Virginia Office legal issues, including litigation, liability, contracting, and lobbying. Provides legal advice for the development of organization goals and objectives on regional and national issues. Initiate pro-active change in law, regulation, or policy that furthers organization goals/objectives; respond to proposed changes in law or regulations. Monitor all regulatory/legislative developments that affect Bay health. Interpret codes and statutes of relevant case law, state/federal regulations. With the assistance of other staff, assimilate scientific/economic data that support organization position. Meet with affected industry/community leaders and other concerned individuals. Prepare synthesis/summary of issues and proposed solutions. Prepare formal proposal, with advocacy materials, for new law, regulation, or policy. Advocate organization position to decision-makers and the general public. Coordinate litigation activities. Assess the need for litigation. Prepare memorandum for Virginia Executive Director, VP of Environmental Protection and Restoration, and Litigation VP on the need for litigation, necessary resources, and expected outcomes. Coordinate preparation of documents for initial filing of suit. Research relevant case law; seek pro bono or other outside counsel if needed. Coordinate drafting of briefs and motions; prepare in accord with court schedules. Participate in quarterly meetings of organization's regional legal team. Serve as primary liaison with contract general counsel and Litigation VP. Handle various ad hoc and general corporate legal issues that arise outside of regulatory or litigious context. Represent organization on state, regional, and national environmental committees and organizations. Participate in occasional field trips for decision-makers. Participate in organization state and regional issue-oriented teams.
