Responsibilities: To appraise commercial, industrial or residential real estate; to gather data on all taxable and exempt properties in Ramsey County; update data to ensure that physical characteristics of a property are correctly described, including the land data, physical condition, quality and obsolescence of the property; will have basic appraisal knowledge and experience gained by at least two years as a Real Estate Appraiser 1 or comparable real estate and appraisal work. In addition to basic cost and sales analysis, a Real Estate Appraiser 2 may be assigned to perform income analysis for apartments and other basic commercial properties as well as more complex residential costs and sales analyses, apply their knowledge to the market model output and evaluate the reasonableness of the results. This is the journeyman appraiser position. Inspect real estate and records characteristics such as type of property, physical condition, structural component, size, nature and type of improvements to establish the value and classification of property.Review sales to determine if the sales should be included in either or both of the sales ratio study and the market model or be discarded if it does not meet the criteria.Estimate values of vacant land and must be able to estimate the contribution to value of the land component of improved properties. Assist in the development of CAMA land tables.Receive and respond to inquiries and complaints from property owners by explaining how property values were established and informing property owners of appeal procedures.Review building permits and determine if value should be added to the property record.Perform cost analysis based on estimated value of the land, cost of improvements and analysis of depreciation.Perform review appraisals for Open Book appeals, Board of Appeal and Equalization and Abatement Applications.Perform market analysis via the sales comparison approach for assigned properties.Other duties as assigned or performed by a Real Estate Appraiser .Requirements: Two years of real estate appraisal work equivalent to two years as a Real Estate Appraiser 1.Licensure and Certification RequirementLicensure by the Minnesota Board of Assessors as a Certified Minnesota Assessor (CMA) at time of hire.A valid driver's license in Minnesota at time of hire, and must continue to maintain a valid drivers license while employed.hysical ability to work in the field in all weather, and ability to walk from property to property to physically inspect properties. All requirements of a Real Estate Appraiser 1.Must own or have access to an insured motor vehicle while employed.Ability to legally drive an automobile in Minnesota during established work hours.Other: Two additional years of real estate or related experience may substitute for the post secondary education requirement listed above. Additional post secondary education beyond the minimum may substitute on a yearforyear basis for up to two years of the required experience.
